To qualify for the MMPPY scheme, applicants must be 18 years or older, possess a valid driving license, not be employed in government service, and be a resident of the block where they apply. Each block will have two beneficiaries from the scheduled caste (SC), two from the extremely backward class (EBC), one from the backward class, one from the minority community, and one from the general category.
