In a bid to elevate the competency levels of marginalized communities and drive socio-economic development, the Ministry of Social Justice & Empowerment launched the Pradhan Mantri Dakshata Aur Kushalata Sampanna Hitgrahi (PM-DAKSH Yojana) during the fiscal year 2020-21. This central sector scheme aims to enhance the employability of Scheduled Castes (SCs), Other Backward Classes (OBCs), Economically Backward Classes (EBCs), Denotified Tribes (DNTs), Safai Karamcharis, including waste pickers, for both self-employment and wage employment.
Key Objectives of PM-DAKSH Yojana
The PM-DAKSH Yojana focuses on uplifting marginalized communities, improving their socio-economic status, and making them job-ready. The scheme specifically targets individuals aged 18 to 45 within SCs, OBCs, EBCs, DNTs, and Safai Karamcharis, with varying income criteria for eligibility.
Training Programs and Stipends
The scheme offers a range of training programs tailored to the specific needs of the target groups, including up-skilling, short-term training, entrepreneurship development, and long-term training. Stipends for these programs range from Rs. 3,000 to Rs. 45,000, aiming to support participants throughout their training journey.

Significance of the PM-DAKSH Scheme
The PM-DAKSH Yojana acknowledges the challenges faced by those with minimal economic assets within the target groups. By focusing on skill development, the scheme aims to empower rural artisans and address the constraints faced by women within these communities due to domestic responsibilities.
Since its inception in 2020-21, the PM-DAKSH Yojana has trained 1,07,120 individuals, with 77,237 successfully placed in gainful employment by 2022-23. The scheme envisions diversifying training opportunities and creating better employment prospects for the targeted communities.
Training Costs and Stipends
The training costs adhere to norms set by the Ministry of Skill Development & Entrepreneurship, Government of India. While the training itself is provided free of cost, participants receive stipends to support their training journey. SCs and Safai Karamcharis are entitled to Rs. 1,500 per month, while OBCs, EBCs, and DNTs receive Rs. 1,000 per month during non-residential short-term and long-term training courses.
Implementation Plan for PM-DAKSH
The strategic implementation involves the empanelment of 28 government and 84 private training institutes for the years 2023-24. A transparent process has been adopted for the allocation of states, districts, and job roles, covering 411 districts, including 82 Aspirational Districts.
The government has allocated a budget of Rs. 286.42 crore for the projected training of 1,69,300 candidates from 2023-24 to 2025-26, showcasing a commitment to the sustained development of marginalized communities.
Embracing a forward-looking approach, the PM-DAKSH Yojana has moved away from annual empanelment of institutes in favor of a three-year term, contingent on satisfactory progress.
